  Project Background:
This project is a World Vision Global Supply Chain Management (GSCM) initiated venture to improve upon the current supply chain management situation for managing relief supply chain management in the context of the Haiti, while laying a foundation for longer term supply chain transformation work that was planned prior to the Haiti Earthquake. This includes procuring, tracking, managing and controlling procured non-food items (NFI), Global Pre-positioned Relief Network (GPRN) items, and gifts-in-kind (GIK). Included is the software solution, hardware components, process improvement, training and implementation to provide near real-time visibility into material flows.

This project will provide a more efficient and accountable supply chain management process and information system for the management of procured NFI, GPRN items, and gifts-in-kind (GIK) from donor to beneficiary in a category III relief response and for on-going recover and rehabilitation . This will allow faster delivery of goods to enable life-saving support to those most affected by the disaster. The system will enable better reporting disciplines, effective operational training, information technology, and practical long-term application in the field.

PURPOSE OF POSITION:
Must work in tandem between the Global Supply Chain Management (GSCM) team and Global Information & Communication Technology (GICT), World Vision Haiti, and the Supply Chain Management Systems Centre (SCMSC). Required to manage the process readiness and implementation of supply chain management software system in Haiti and possibly other WV offices. Scope will include ensuring necessary business process readiness work, technical readiness, software partner coordination, and on-going support from implementation to maintenance.

Must work independently or in project teams and have the experience and skills required to manage complex projects. Under general direction of the GSCM Associate Director, Systems & Implementation, oversees project(s) under one program umbrella. Manage all aspects of a project including clients, business partners and vendor relations, managing project deliverables, budget, managing/working with a project team to provide business solution and ensure adherence to quality standards. Interacts with Global Centre, and National Offices (NOs) and staff at all levels in support of efficient utilization and management of information systems.

Must bring extensive experience in supply chain management and prior familiarity with supply chain management systems and software. This includes knowledge in supply chain management business processes including but not limited to:
a. planning
b. procurement
c. vendor management
d. receiving and warehousing
e. inventory management
f. distribution
g. KPIs

MAJOR RESPONSIBILITIES:

. Responsible for managing and leading multiple projects under a program umbrella. Cover all aspects of the project over the entire project life (initiate, plan, execute, control, and close). Coordinate the activities of the project team to efficiently produce effective and economical information management solutions.
. Accountable for the project budget, expense management, delivery of project capabilities and business results. Monitor project timelines, milestones, and resource usage. Manage, maintain and deliver project management documentation.
. Responsible for SCM system and software implementation against defined requirements and standards of business processes that meet WV’s requisite procedures and policies. Ability to define, map and improve upon existing SCM business processes using technology. Ensure the customers ability to absorb new business processes along with software. Provide adequate training content and administration of training to users.
. Manage, lead project team, including business analysts, technical analysts, and business specialists to develop the skills and knowledge they apply to project activities. Define and manage resource plans.
. Responsible for assembling project team including business partners and vendors, assigning individual responsibilities, identifying appropriate resources needed to effectively coordinate activities of the team.
. Responsible for developing schedule and plan to ensure timely completion of the project. Develop plans for communication, cost, work breakdown structures (detailed schedule), resource, quality, procurement, risk management and change management. Manage projects schedules in coordination with client project representatives.
. Interface with stakeholders, business owners, and project team to execute the project activities and ensure communications with stakeholders and senior management regarding the status of projects. Manage the activities of outsourced resources and vendors. Ensure adherence to quality standards.
Review project deliverables and ensure close out procedures are performed.
. Assess and analyze organizational impact of new initiatives on existing information systems and recommend appropriate corrections and adjustments.
. Attend and participate in weekly chapel services and daily devotional meetings.
 
   
  Requirements
  KNOWLEDGE, SKILLS AND ABILITIES:
. Minimum three (3) years of software systems management (ie AX Dynamix), development, or implementation experience including analysis and project management experience.
. Minimum eight (8) years professional work experience with progressively more responsibility relevant to supply chain issues.
. 5+ years of Project Management experience overseeing smaller projects and/or larger programs in phases including budgets exceeding $500,000.
. People Management experience preferred, overseeing recruitment/dismissal, performance management and delegation of responsibilities.
. Strong, clear, concise and tactful communication and interpersonal skills to interact with all levels of staff and management.
. Set overall direction for the project team; manage all team functions and performance; monitor and maintain team morale.
. Ability to negotiate consensus among diverse groups and influence and impact the activities of others not in your own reporting structure.
. Ability to effectively present complex technical concepts to diverse groups of people and users in various settings and by various means (verbal and written).
. Must have service orientation with ability to lead teams, to organize, prioritize and delegate tasks while transferring knowledge and expertise.
. Ability to work under pressure and on multiple tasks and projects concurrently.
. Experience working with diverse people of other cultures and preferably international experience
. Must have strong analytical and problem solving skills and be able to work effectively with a diverse team of information technology professionals.
. Requires business process mapping experience and process mapping tools experience (e.g. Visio).
. Ability to work with and familiarity handling extensive data management and data reporting for analysis and aggregation across systems.
. Project management certification preferred (PMI, PMP, etc.) and planning tools experience required (e.g. Microsoft Project).
. Microsoft Dynamics AX experience preferred; ERP system familiarity preferred

Masters Degree preferred
Program management certifications preferred
